PA Dog Bite Law

Hello, I'm not too familiar with dog bite laws in PA since I am in Georgia. I do have some relatives there and may be able to get them to find out something.

What type of campaigne is there is GA. to get dogs "Fixed"? And are there any REAL laws against breeding? I ask because I have two rescues that came up from Georgia, and Im also on the Board of Directors for a Private, No-Kill shelter in CT. and we get alot of our rescues are from the south, mainly Georgia. I see alot of dogs comming up from the south and it seems you guys have your hands full..lol Id love to see (not only there but in all 50 states) some really good laws put into effect on breeding and spay / Neutering of animals BEFORE they are sold or adopted.. Actually id love to see laws making it Ilegal for stores to sell cats and dogs and only proffessional, closley monitored, state liscensed Breeders selling dogs and cats. There are just way to many strays and ferrals out on the streets now.
