The few I've seen seem to be in the hard to reach areas on the behind, and yes I just pluck them gently and they let go.

my chin never gets mats but she scratches at herself alot ..is that normal too?

It may be normal. Or she could have dry skin. How often do you allow her to bathe? Overdusting can cause dry skin.
