Confused How to stop dog barking?

I have a german sheppard and i'm not sure if he is mixed or anything... but they're used as police dogs.. i don't knwo why but he seems to be barking a lot, and i don't knwo how i can make him stop? he is distracting everyone around us, and the neighbours are complaining... we cannot bring him inside the house because we have another male dog inside the house, and once they get together they get into a really bad fight, and my german sheppard is not house trained........ any one have any good suggestions?
