Many people adopt or purchase a dog without realizing that different breeds can be prone to certain health issues. I think people should be educated in the background of the breed before being allowed to take one home. Some breeds have a greater likelihood of developing eye problems, for instance, like a ****zu. Being unprepared for vet bills causes a lot of unnecessary euthanizations.
The problem is just like having children, owning pets is not regulated unless you abuse them. Fortunately there are plenty of people who can and will help new owners learn about their animals and how to manage them. I know I talk to people at Walmart all the time about products and recommend stuff.
The employees in the pet departments of any Walmart I've been in never can help with any information. If I have questions now, I make sure to go to a local pet store or Petco type stores. Then I have a good shot of actually finding someone who knows what they are talking about.
